TOKYO -- IOC President Thomas Bach expressed willingness Tuesday to work with Tokyo officials to achieve a significant reduction in costs for the 2020 Olympics, but suggested the effort should stick to the current venue plans.Bach arrived in Japan amid growing tension between Olympic organizers and recently elected Tokyo Gov. Yuriko Koike, who is pushing to cut costs. A preliminary report from a city expert panel late last month proposed moving three sports from planned new venues to existing ones -- including relocating rowing to a site hundreds of miles outside the capital.Bach reminded the governor that Tokyo should respect the agreement it signed when it was awarded the games three years ago.I think it is in the interest of Japan, Tokyo and IOC that we do not change the rules of the competition after the election, Bach said. By respecting these principles we can very well look into the budget of Tokyo 2020 and we can look at the cost. We can see together how we can make it even more feasible.Bach proposed four-party talks among the International Olympic Committee, Tokyo organizers, the city government and Japans central government to agree on additional cost reductions, starting as early as November after Tokyo releases a final report. Bach declined to discuss specific proposals, saying he only knew about them from media reports. The Tokyo metropolitan government will finalize its internal study, then well discuss it with the other stakeholders ... and then I am confident that you will see a significant reduction in the cost compared to what we have seen so far from the press, Bach told reporters after a 40-minute televised meeting with Koike. The Tokyo panels preliminary report said the overall cost of the Olympics could exceed $30 billion -- four times the initial estimate -- unless drastic cuts are made. The review focuses on whether each venue can be cost-effective while also contribute to the reconstruction of the area hit by the 2011 tsunami and Fukushima disaster.Thats how we have promoted to attract the games, Koike said. We need understanding of the residents of Tokyo as we are relying on their money. The IOC has suggested the possibility of moving rowing to an existing site in South Korea in case there is no resolution over the Japanese venue, the Asahi newspaper reported, quoting unidentified Japanese sources as saying. The South Korean venue in Chungiu City hosted the 2013 world championships and rowing at the 2014 Asian Games.Asked about the report at Tokyos Haneda airport, Bach said: I will not comment on any kind of rumors. Japanese Olympic Minister Tamayo Marukawa told reporters she could not confirm the report.Tokyo won the right to host the games in 2013 by promising a compact bid with 28 of the 31 competition venues within a five-mile (eight-kilometer) radius of the Olympic Village. Originally, only shooting, modern pentathlon and one soccer venue were to be outside the radius.Already, the venues for basketball, taekwondo and cycling have been moved outside of Tokyo to reduce costs by using existing facilities. Cycling was moved to Izu, about 90 miles (145 kilometers) southwest of the capital. After her election at the end of July, Koike convened a panel of independent experts to review Olympic venues and costs. Its most drastic proposal has been to suggest moving the rowing and canoeing venue to an existing facility about 250 miles (400 kilometers) north of Tokyo, after the projected cost for a new venue in Tokyo Bay rose to 49 billion yen ($490 million), seven times the initial estimate.John Coates, an IOC vice president and former rower who heads the coordination commission for the Tokyo Games, was asked about the costs of the rowing site in Tokyo. The figures are very large to us, he said. We can certainly reduce those numbers.Meanwhile, the Japan Rowing Association and Japan Canoe Federation issued separate statements calling for the venue to stay in Tokyo. The local organizing committee in Tokyo has objected to the possible move, arguing the competition should remain at the planned Sea Forest Waterway. It said the existing facility that Koike is exploring in northern Japans Miyagi prefecture lacks infrastructure, accommodation for spectators and will be inconvenient for athletes.Tokyo organizers also said the final construction cost for the Sea Forest Waterway will likely be lower than estimated, while additional costs for transportation, security and infrastructure to move the events to Miyagi would add up.The expert panel has also suggested sticking with the planned venues, but reducing their scale to save money.---Follow Mari Yamaguchi at her work also at Fred Lynn Jersey . DETROIT -- Max Scherzer is feeling the pressure these days. The Detroit right-hander is unbeaten this year, but with every turn through the rotation, it seems at least one of his teammates is reaching a new level. "We feed off each other, but weve also pushed the bar so dang high," Scherzer said. "Everybody wants to try to match that." Scherzer struck out nine in seven innings, and Victor Martinez homered and drove in three runs to lift the Tigers to a 5-2 victory over the Tampa Bay Rays on Thursday. Miguel Cabrera had three hits for Detroit, along with his major league-leading 66th RBI. Scherzer (8-0) allowed a run and four hits, walking two. He is the first Detroit pitcher to start the season 8-0 since Jeremy Bonderman in 2007. Joaquin Benoit allowed a run in the eighth, and Jose Valverde pitched a perfect ninth for his seventh save in nine chances. Martinez has struggled a bit with the bat since returning from a knee injury that caused him to miss all of 2012, but there was no doubt about his drive to right in the fourth, a two-run shot that cleared the wall with plenty of room to spare. It was his fourth homer of the season. Hes hitting only .231 and hasnt always been rewarded when hes hit the ball hard. "Its pretty tough not to get frustrated. Every time you go out there, you put good swings -- right at somebody," Martinez said. "Im controlling the things that I can control." Martinezs homer gave Detroit a 2-0 lead, and Cabrera drove in a run the following inning with a single. Tampa Bays Roberto Hernandez (3-6) allowed four runs in 5 1-3 innings. The first-place Tigers lead Cleveland by 2 1/2 games in the AL Central. The Indians visit Detroit for a three-game series starting Friday night. Justin Verlander will start the opener of that series, and his 3.70 ERA actually ranks fourth in Detroits rotation. Anibal Sanchez (2.65), Scherzer (3.24) and Doug Fister (3.27) are all ahead of him. "That might be the best rotation in the American League," Rays manager Joe Maddon said. "Scherzer is a lot like Sanchez, where he can add and subtract with all of his pitches. Hes got a lot more confidence in the changeup, and his other pitches have gotten much better over the last couple years." Opponents are hitting .185 off Scherzer. He fanned Evan Longoria three times and kept the Rays off the scoreboard until an RBI single by James Loney in the sixth.dddddddddddd "Im showing consistency with four pitches and I feel like thats really whats allowing me to be effective and pitch deep into games and do all the little things well," Scherzer said. "I realize the leagues probably going to make adjustments to me and Ive got to be ready to still pitch my best when maybe I dont have my best stuff." Don Kelly led off the Detroit fifth with a single, advanced to second on a groundout and eventually scored on Cabreras bloop single to right-centre. Cabrera finished with three hits, and Prince Fielder had two to extend his hitting streak to 11 games. Hernandez pitched 8 2-3 innings without an earned run in a win at Miami in his previous start, but he ran into trouble in the middle innings against Detroit. After Tampa Bay scored in the sixth, Hernandez allowed a leadoff double by Jhonny Peralta in the bottom half and a one-out single by Omar Infante. Pinch-hitter Avisail Garcia hit a sacrifice fly off reliever Jake McGee to make it 4-1. Cabrera singled and stole second in the seventh and scored on a single by Martinez. Tampa Bay got a run back in the eighth on an RBI infield single by Loney. Hernandez allowed 10 hits and a walk. He struck out six. The Rays lost two of three to the Tigers -- Tampa Bay has only one series win at Comerica Park in the last nine seasons. NOTES: Scherzer struck out Yunel Escobar with his 100th and final pitch -- it was also the right-handers 100th strikeout of the year. ... Cabreras seventh-inning hit was an infield single -- his hard grounder up the middle hit McGee, and the left-hander came out of the game with a left shin contusion. Maddon said he should be available to pitch Friday. ... Kelly came running in to make a nice diving catch in the fourth on Loneys flyball to shallow centre. ... Tampa Bay OF Kelly Johnson sat out a second straight game because of back trouble. Maddon doesnt expect the injury to linger. "Its just a little bit of back stiffness," Maddon said. "Once we get by that, well be fine." Johnson was available to pinch-hit. ... Verlander (7-4) starts Friday night against Cleveland RHP Ubaldo Jimenez (4-3). The Rays return home and send RHP Chris Archer (0-1) to the mound against Baltimore RHP Jason Hammel (7-3).
