"Weve reached a framework for a new transfer agreement," Deputy Commissioner Bill Daly told TSN during Canadas 3-0 win over Sweden at the World Championship. "We actually negotiated the terms with the Swedish federation. We presented that proposal today to the other IIHF federations and I think it was warmly received." Daly hopes the proposal will move to the agreement stage - which he would have to take to the Board of Governors - by next week. The only potential snag could be with the Russian Federation. "We had separate meetings with Russia," Daly continued. "They are going to go back, hopefully theyll consider it favourably.
